How to apply?

The filing of a declaration of candidacy is mandatory for each list of candidates. The lists of candidates are sent by any means providing a certain date of their receipt, under the conditions specified in Article 7-2 of Order No. 2024-2025-01 - decree n°2024-2025-01 (accessible pdf) and hereafter.

The lists of candidates accompanied by signed individual declarations of candidacy may either:

  • By email at the address elections@univ-reunion.fr no later than Wednesday, April 02, 2025 before midnight (Reunion time), deadline;

OU

  • By hand deposit no later than Wednesday, April 02, 2025, until 17 p.m. (Reunion time), deadline, to:

Constitution of applications and eligibility conditions

Any voter regularly registered on the electoral lists can be a candidate within the college of which he is a member.  

No one may be a candidate on competing lists of candidates in an election to the same body. Each list of candidates must ensure that its candidates are not registered on competing lists. No one may be a member of a council of public higher education institutions if they have been convicted of a crime or sentenced to imprisonment for an offence. 

Presentation of applications

Pursuant to Article D. 719-22 of the Education Code, and despite the fact that there is only one seat to be filled, the filing of a declaration of a list of candidates remains obligatory.

Therefore, to be admissible, applications must include:

  • an individual declaration of candidacy.
  • a declaration of a list of candidates,

These declarations must be submitted in accordance with the format of the forms made available to them on the Internet and Intranet spaces of the University of Reunion (Section “Elections”) and available from the Institutional Legal Affairs Department. 

The declaration of the list of candidates and the individual declaration of candidacy must state the surname(s), first name(s) and capacity(ies) of the candidate, and must be signed by the candidates.

The individual application statement mentions, where applicable, the support of an organization from which the candidate benefits, and he must provide the certificate established in accordance with the form available on the internet and intranet sites of the University of Reunion (section "Elections") and available from the Department of Legal and Institutional Affairs.

The obligation of alternation does not apply in the context of these partial electoral operations, as this is a single-member ballot aimed at filling a seat in colleges 2 and 3, Health sector, of the Research Commission of the Academic Council, in accordance with articles 5 and 6 of this decree.

In accordance with Article D. 719-22 of the Education Code, according to which the list delegate must also be a candidate, and within the framework of this single-member ballot, each candidate is automatically designated as a list delegate. He will thus represent his own candidacy, in particular within the Consultative Electoral Committee and during electoral operations.

Admissibility and eligibility

The President of the University verifies the eligibility of candidates. If ineligibility is found, he convenes the Consultative Electoral Committee for an opinion immediately after the deadline for submitting applications (Article 7-2 of this decree).

In accordance with Article D. 719-22 of the Education Code, the list delegate must also be a candidate. These elections are partial and concern only one seat per electoral college; it is a single-member ballot. Thus, the candidates will also be list delegates.

If necessary, the President of the University asks the list delegate if a candidate is declared ineligible, to replace the ineligible candidate with a candidate of the same sex. The latter has a period of two clear days from the request for modification.

The list delegate is regularly and validly informed of this request according to the contact details he has indicated on the candidate list declaration and individual candidacy forms.

At the end of this period and in the absence of an express response from the list delegate or in the event of refusal by the list delegate, the President of the university rejects the lists which do not meet the eligibility conditions.

Saved lists are immediately displayed upon expiry of the rectification period.

To determine the order in which the lists of candidates are displayed, a draw is organized within the Consultative Electoral Committee if it has been convened or, failing that, by the list delegates convened for this purpose under the supervision of the Directorate of Legal and Institutional Affairs.
