Below you will find the conditions for registration on the electoral lists for staff

There are voters who are automatically registered on the electoral rolls and voters whose registration on the electoral rolls is subject to a request from them (see below).

Any voter who finds that their name does not appear on the electoral roll may request registration from the President of the University of Réunion, including on election day, Tuesday, April 15, 2025.

In the absence of a request made by election day at the latest, she can no longer contest her lack of registration on the electoral roll.

Requests for rectification of lists must be made by sending the request form for rectification / registration on the electoral lists (editable format)) to be sent to the Legal and Institutional Affairs Department which will rule on these complaints, by email to elections@univ-reunion.fr or by registered mail with acknowledgment of receipt to the address:

Until the day before the election, the request must be sent by email to elections@univ-reunion.fr

On election day, the request is made to the president of the polling station, who contacts the Department of Legal and Institutional Affairs.

Voters automatically registered on the electoral roll

  • Permanent staff assigned to active duty in the establishment or who are seconded or made available there, provided that they are not on long-term leave (CLD):

– Teacher-researchers and lecturers (including those who benefit from a release from teaching service or a release from service activity pursuant to decree no. 82-447 of May 28, 1982 or from leave for research or thematic conversions, as well as those who are placed on outgoing delegation);

– Engineering, administrative, technical, manual and service personnel, social and health services personnel;

– Library staff (scientists and others);

  • Contractual agents (teacher-researchers and teachers) recruited on a permanent contract by the establishment (in application of article L. 954-3/L. 952-24 of the Education Code):

– To carry out teaching or teaching and research functions,

– And who carry out teaching activities at least equal to one third of the reference teaching obligations, assessed over the academic year as defined by the establishment;

  • Contract teachers recruited on permanent contracts for vacant secondary school teaching positions (decree no. 92-131 of February 5, 1992):

– Who carry out teaching activities at least equal to one third of the reference teaching obligations, assessed over the academic year as defined by the establishment;

  • Researchers from EPST or any other public (or recognized as being of public utility) research establishment and members of the engineering, technical and research administration (ITAR) bodies, assigned to a research unit listed in the statutes of the University of La Réunion. In the absence of any provision in the statutes or internal regulations, only staff assigned to the research unit and carrying out their activity in the establishment are voters and eligible.
  • Teacher-researchers from establishments covered by Decree No. 2021-882 of July 1, 2021 (establishing the list of public establishments whose statutes provide for a research mission) who only carry out research activities;
  • Contractual research staff recruited on a permanent contract pursuant to Article L.954-3 (C. éduc.), carrying out teaching and research activities in the EPSCP, provided that pursuant to Article L.952-24 (C. éduc.) their teaching activities are at least equal to one third of the reference teaching obligations or that they carry out, as doctors, a full-time research activity.
  • Contractual agents, engineers, administrative, technical workers and service personnel and library staff recruited on permanent or fixed-term contracts and trainee agents:

– In office in the establishment on the date of the elections,

– And performing a service at least equivalent to half-time over a period of 10 months.

NB: this particularly concerns personnel recruited in accordance with article L.954-3 (C. éduc.) to occupy functions corresponding to category A jobs.

For the so-called voters on demand, any person whose participation in the election is subject to the obligation to request registration on the electoral lists must submit their request to the President of the University, no later than Wednesday, April 9, 2025.

The request must be made by sending the application form for registration on the electoral lists for voters on request, (editable format), accessible on the university's internet and intranet sites, in the "Elections" section.

The request, complete and signed, accompanied by supporting documents, must be sent to the Department of Legal and Institutional Affairs, by one of the following means:

By email: at the address elections@univ-reunion.fr , no later than Wednesday, April 9, 2025 at midnight (deadline), it is preferable to specify in the subject of the email “registration request”;

By hand deposit : with the Legal and Institutional Affairs Department (Moufia Campus, administrative building B, level -1, office B108) from 08:00 a.m. to 17:00 p.m., against receipt of deposit, no later than Wednesday, April 9, 2025, deadline.

By registered letter with acknowledgment of receipt, envelope received by the university no later than Wednesday, April 09, 2025 (deadline), to the following address:

These requests must be accompanied by all the information and supporting documents proving the status of elector for the electoral college in question and in particular, for the staff concerned, documents enabling the identification of the teaching services as mentioned in the service note relating to the management of teaching services 2024-2025.

For non-tenured teaching and research staff (contract teachers, ATER, CEV/ATV, associate teachers, etc.) or permanent staff not assigned to an active position, not seconded or made available to the Establishment, they transmit in particular:

  • the completed and signed registration form;
  • a copy of the statement of forecast services signed by the Component Director;
  • a copy of the diploma, unless the voter does not hold any of the diplomas mentioned in the form;
  • a copy of the signed employment contract (to facilitate the rapid processing of the application).

Voters on demand

  • Provided that these personnel are working in the establishment on the date of the vote and that they carry out teaching activities there at least equal to one third of the reference teaching obligations, assessed over the academic year as defined by the establishment:
    • Teaching and research staff and tenured teachers outside the establishment;
    • Non-permanent teaching staff, fixed-term contract staff or part-time staff (ATER, associates, guests, part-time teaching staff, part-time temporary staff, etc.);
    • Trainee teaching-research staff;
    • Staff recruited under a junior professorship contract with the intention of ultimately being appointed to the university teaching staff.
  • Hospital practitioners contributing to the practical training of second and third cycle medical students (university hospital practitioners, within the meaning of Article 2 of Decree No. 3-1 of December 2021, 1645 relating to teaching and hospital staff in hospital and university centers).
  • Contractual research staff recruited on fixed-term contracts pursuant to Article L. 954-3 or recruited under a junior professor chair contract with the aim of ultimately being appointed to the body of research directors, carrying out teaching or research activities in the EPSCP, provided that pursuant to Article L. 952-24 their teaching activities are at least equal to one third of the reference teaching obligations or that they carry out, as doctors, a full-time research activity.
