Training summary
This Licence prepares students for the competitive examinations for categories A and B of the three public services, State, territorial and hospital, and to assume the responsibilities linked to public service professions as well as to the exercise of management functions in the administration.
Professionalization is strengthened, with the teaching teams at Prépas Talents comprised of civil servants and senior officials who provide professional training and career-related presentations. Each selected student benefits from an immersive internship in public administration and enhanced mentoring by current civil servants and senior officials, or trainee civil servants from public service schools.
Offered in both initial and continuing education formats, the Bachelor's degree can be completed in one year or, for working professionals, in two years. It is designed for a diverse audience: students, job seekers, and employees.

Educational goals :
This Talent Prep course aims to support talented young people from modest backgrounds towards public service jobs through enhanced preparation courses for category A and B civil service exams.
The program alternates between academic and professional courses, delivered by a mixed teaching team composed of academics and public sector professionals. It offers a curriculum aligned with the skills targeted in relation to professional needs within the public sector.
Students acquire the essential knowledge and methods that candidates for administrative competitive examinations must master. The training program ensures a level of general knowledge and expertise in public law, finance, and economics that is necessary and tailored to preparing for administrative competitive examinations as well as for holding management positions within the administration.
Training opportunities:
The Bachelor of Public Administration (LAP) with a "Public Service Talent Preparation" track aligns perfectly with the institution's strategic priorities through its professional focus, its adaptation to local needs, and its emphasis on student success. Preparing students for Category A and B competitive examinations in the three branches of the civil service—state, local, and hospital—the Bachelor's degree is open to a diverse student body (scholarship recipients, job seekers, and employees) in initial and continuing education programs over one year, and, for employed students, over two years in evening classes.
Firmly rooted in the region's development policy and beyond, the LAP Prépa Talents program is based on a close partnership, formalized by an agreement that brings together the three branches of the civil service (Prefecture, Region, Department, Regional Delegation of the National Centre for Territorial Public Service – CNFPT, Centre for the Management of Territorial Public Service – CDG, University Hospital, France Travail, Rectorate, etc.). It contributes to the institution's prestige, especially since it received the "Public Service Prépa Talents" label from the Ministry of Transformation and the Civil Service in 2021.
Thanks to this accreditation, the LAP Prépa Talents program acts as a true social elevator, boasting high admission and eligibility rates for competitive civil service exams. The High Council for Evaluation, Research and Higher Education (HCERES) highlighted in 2025, among the program's strengths, "very satisfactory results in competitive civil service exams; an effective process of continuous improvement."

Course Description
The structure of the training is designed to be perfectly adapted to preparing for civil service exams in its three branches and to the diverse public it welcomes.
The teaching modules focus on the fundamentals of public law (constitutional law, administrative law, European Union law, civil service law) and the fundamentals of finance, economics, and general knowledge. They also emphasize methodology, academic support (summary writing, general legal knowledge, methodology and exam preparation, mentoring, etc.), and professional development: preparation for foreign language and digital skills certifications; current events conferences, career exploration sessions, and research-related presentations; preparation of the professional project; and oral interviews before panels of professionals.
A specific, enhanced support system for exam preparation, backed by the Ministry of Public Service, effectively complements the program under the "Public Service Talents Prep" label. Students benefit in particular from personalized tutoring by a manager from one of the three branches of the civil service and a mandatory immersive internship in a public administration.
The program develops and diversifies high-quality teaching practices, which are highly valued by students. It is organized into lectures, tutorials, weekly practice exams, current events conferences and public service career discovery sessions shared with the Master Prépa Talents program, and oral role-playing exercises, including a week dedicated to interview preparation with the jury.

Specific teaching methods
Internships and supervised projects
In order to enable students to acquire an operational administrative culture, as well as the values of respect and commitment inherent in public service, an immersive internship in administration lasting a minimum of one month is planned.
It is linked to the student's professional project and specific competition objectives.
The objective of the internship is to allow him to acquire professional experience in a public structure related to the public service jobs that interest him, in order to become familiar with them, in contact with managers from one of the three public services.
Cost of training

The current training cost (subject to change) for continuing education trainees:
- An employer agreement is worth €6,228.
- A Personal Training Account or funding from France Travail amounts to €5,794.
- A paying individual costs €2,100
- The modular price is €7,70.
Expectations for admission to the training program
The beneficiaries of the Talent Preparation Program are selected based on their educational qualifications and, as a priority, on financial means and merit. The selection committee considers the diversity of candidates' educational backgrounds and disciplines, as well as their academic merit.
Candidates for the Public Administration Bachelor's Degree (Preparatory Talents program) must either:
• Hold a degree at least equivalent to two years of post-secondary education (e.g., Bachelor's degree, preparatory classes for the Grandes Écoles, BTS, etc.), or even three years of post-secondary education (e.g., Bachelor of Technology, Bachelor of Technology, etc.) or a Master's degree in any field. Examples include: law, economics and social administration, economics, management, literature, history, geography, English, Spanish, German, science and technology.
• Having obtained validation of professional experience, while having access to internal category A administrative competitions upon attestation from the human resources department of
the employer.
General criteria for reviewing applications
Candidates are selected based on resources and merit, using an application and an interview that takes into account:
- the quality of the candidate's previous coursework;
- of his/her abilities, in particular to pursue the required training and to assume the pace, pressure and workload expected for success in the diploma and competitions;
- of his personal and professional project, oriented towards public service professions;
- of his motivation to join the civil service in at least one of its three branches;
- of his potential, in particular to succeed, to improve himself, to work in a group and to face challenges and responsibilities.

Target audience
This multidisciplinary program, like all Talent Prep courses, is primarily intended for the most deserving scholarship students in higher education to prepare them for competitive exams leading to management positions in the civil service. In keeping with the principle of diversity and healthy competition among students, candidates who do not meet the income requirements are welcome to apply.

The graduation rate varies between 80% and 94,44% depending on the year group.
Insertion rate
According to figures from the Directorate of Guidance, Training for Professional Integration and Entrepreneurship (DOFIPE) of the University of Reunion Island, relating to the 2019 and 2020 graduating classes:
- 18 months after training, 70% (60% after 6 months) are employed in the public sector (71% as civil servants and 29% on fixed-term contracts).
- the remaining 30% are in Master studies in the same faculty (Master 1 Public Law, Master 1 Talents Prep, Public Law or Applied Economics track), some sometimes in mainland France (Master Public Administration in particular) for the following cohorts.
According to the reports carried out in March 2023 and 2024 for the benefit of the partners, the admission rate of the LAP to the administrative competitions of the 2021-2022 and 2022-2023 classes is 50% and that of eligibility is respectively 55,55% and 71,42%; rates which are largely satisfactory because comparatively for all the Prépas Talents in France, the success rate in the competition is 27% for admission and 41% for eligibility according to the report for 2021-2022 of the Directorate General of Administration and the Civil Service (DGAFP) presented in September 2023.
Continuing Studies
Holders of a Bachelor of Public Administration with the Talent Preparation track can continue, according to the relevant access conditions, in one of the two tracks of the Master 1 of Public Law at the University of Reunion (Public Law track or Talent Preparation track of the public service), or in another Master 1 (Public Administration, Public Law…) of a university located in Metropolitan France.
