Training summary
This Master's program aims to train expert public law jurists capable of evaluating, understanding and controlling the actions of public authorities, especially those in the local public and semi-public sectors, whether it concerns decision-making processes, the implementation of economic, social and environmental public policies or the management of related public disputes.
The Master 1 program has two tracks: Public Law (classical) and Public Service Talent Preparation.
- The Public Law program aims to provide a general education in domestic public law, while also incorporating elements of European law, European Union law, and international law within certain subjects. It is structured around three interconnected teaching modules: economic public action; territorial public management; local law and finance; and special public litigation.
- The Public Service Talents Preparation course consists of courses shared with the Internal Public Law course and specific courses dedicated to preparing for category A and A+ administrative competitions.
The Master 2 program has two tracks: Public Business Law and Law of Territorial and Environmental Public Action.
- The Public Business Law course offers theoretical and practical instruction based on the three pillars of the economic action of public entities (public procurement, management and development of public land resources, and local public financing and taxation).
- The course on Law of Territorial and Environmental Public Action focuses on governance, local public management and the territorialized management of spaces, environments and risks.
These two courses are open in initial training and continuing education (alternating) and share teaching modules designed in particular to enhance professional skills.
Educational objectives and training opportunities

The Master's program in public law aims to train lawyers capable of performing not only operational functions, but also advisory, supervisory, management or research functions, whether in one of the public functions, in a law firm or in a company working with a public authority (Local Public Company – SPL, Mixed Economy Company – SEM, Building and Public Works companies – BTP, transparent associations, social housing providers, etcThis objective implies, in addition to a high level of knowledge in public law, a mastery of the social, political, environmental and economic environment of public authorities
This program aims to train public law professionals who can apply their general skills to serve the economic sector in Réunion. The first year of the Master's program (Master 1) provides students with a foundational understanding of economic and territorial public law and introduces them to a more technical approach specific to various sectors of public policy. The second year (Master 2) builds upon this knowledge and, more importantly, focuses on its practical application. Significant emphasis is placed on simulations and case studies. The Master 2 program also offers a work-study option.
Training opportunities:
The Master's degree in Public Law is the only program in Réunion for future administrative managers and experts on the territory. It is a professionalizing program, particularly suited to the economic fabric and the network of public and semi-public actors in Réunion, notably through its openness to the local public socio-professional world, many of whose stakeholders participate in the program.
Its professional opportunities are real and reinforced by the work-study option available at the M2 level. The vast majority of Master's graduates are now integrated into the services of local authorities, Public Establishments for Intercommunal Cooperation (EPCI), their demunicipalities as well as in the various State administrations which work for the economic, social and environmental development of the territory of Reunion.
It also fully integrates the ethical, digital, environmental and European dimensions of public action.
The training is also supported by legal research by offering teaching modules linked to the research areas of the Centre for Legal Research of Reunion Island (vulnerability, risks, environment, public business contracts) and by directly involving students in conferences organised by this laboratory.
The training also offers an innovative module to support students in developing their skills through coaching, personality tests, and professional interviews.

Course Description
Master 1 Public Law – Public Law track: economic public law, substantive law of the European Union, urban planning law, environmental law, administrative contract law, administrative liability law, public health law, local public and semi-public sector, local taxation, various public litigation (constitutional litigation, European freedoms litigation, urban planning litigation, public service litigation, administrative contract litigation), English, PIX, methodology, legal ethics.
Master 2 Public Law – Public Business Law track [non-shared subjects]: law and practice of public procurement (awarding, execution, special contracts, litigation, sustainable public purchase, drafting practices); valuation of public property, industrial environmental law.
Master 2 Public Law – Track in Territorial and Environmental Public Action Law [non-shared subjects]: governance of local administrations (local normative powers, administrative procedure, obligations of public decision-makers, law and litigation of local elections); management of spaces and environments (planning, management of marine environments, protected terrestrial areas); law and risk management (protection of vulnerable people, public health risks, law of natural risks, technological risks); local taxation and financing of local projects.
Master 2 Public Law, common core to both training tracks: Planning Law; local taxation, tax litigation and financial liability, financial management of local authorities and financing of local projects; skills development (legal English, personal data protection, coaching(conferences, field visits, summary notes, interview with a jury).

Specific teaching methods
Internships and supervised projects
In Master 1, students have the choice between completing a research thesis or an internship of a minimum duration of 4 weeks resulting in a report.
In the second year of the Master's program, students have a choice between three training profiles:
- Apprenticeship profile: the training is undertaken within the framework of an apprenticeship contract, resulting in a formal apprenticeship report at the end of the contract.
- Research profile: the student completes a research thesis that may lead to doctoral studies.
- Professional intern profile: the student completes a minimum 8-week internship culminating in a professional report.

Expectations for admission to the training program

General criteria for reviewing applications
- Particular attention will be paid to the overall averages obtained during the different years of the candidate's post-secondary studies, as well as the grades obtained in key public law subjects.
- Particular attention will be paid to the candidate's performance in tutorials, practical work, or other practical exercises in legal subjects, as well as to internships or any other experiences demonstrating the development of writing and argumentative skills relevant to legal professions, particularly public law.
- A cover letter outlining an academic and professional project consistent with the training program is required.
- The Curriculum Vitae (CV), the cover letter and the certificate of commitment will allow the candidate to highlight the particularities of his (supplementary) background.
