Training summary
This Master 1 program trains future versatile managers for all three branches of the civil service. Its objective is to prepare candidates for the competitive examinations for categories A and A+, and even B, of the civil service.
The course consists of courses shared with the Master 1 Applied Economics and specific courses dedicated to preparing for administrative competitions.
Educational objectives and training opportunities
Educational goals :
The training program is based on a combination of theoretical and practical instruction, simulations, and internships. This instruction and these sessions are delivered by a teaching team comprised of academics and managers from all three branches of the civil service. The objective is to train managers for the national, regional, and hospital civil services.
The knowledge and versatile skills acquired by students, through teaching and internships, will enable them to be operational in key sectors of the functioning of public authorities.
Furthermore, at the end of the training, they will have acquired the methodology and the expectations of the different tests of administrative competitions.

Given its professional focus (following successful completion of competitive exams, students can access employment during the academic year), the Master 1 Applied Economics – Public Service Talent Preparation program aligns perfectly with the institution's thematic priorities. Furthermore, this program directly addresses the needs of the Réunion region for developing the skills of future administrative managers.
This program benefits from the support of local stakeholders through a partnership agreement (Prefecture, Region, Department, University Hospital, France Travail, National Center for Territorial Public Service, Management Center for Territorial Public Service, Rectorate). These partners contribute to the training of enrolled students and participate in promotional activities for the three branches of the public service among students.
Advantages of the training
In 2017, following presidential commitments made in 2014 to improve access to public sector jobs for students from Réunion, this innovative training program was created in Réunion. It was based on a groundbreaking partnership between the University of Réunion, Sciences Po, the regional branch of the CNFPT (National Centre for Public Service Training), the University Hospital of Réunion, the IRMSOI (Institute for Research and Training in the Indian Ocean), the Regional Council of Réunion, and the French State. The program aimed to diversify recruitment and promote equal access to public sector employment for all. The program's successful results led to its nationwide implementation. In March 2021, the government launched the public service talent plan to develop diversity of access to the civil service.
Like all the Talent Prep courses in the public service, this training aims to support scholarship recipients from modest backgrounds or job seekers towards public service jobs through enhanced preparation courses for category B, A and A+ competitions.
The program offers them intensive preparation accompanied by personalized tutoring provided by public service executives.
Students also receive financial support through an annual scholarship. Public service talents paid, subject to means testing, according to the procedures defined by the Directorate General for Administration and the Civil Service (DGAFP)

Course Description
The training offered to students consists of lectures, practice exams, current affairs conferences on public service and presentations of public service jobs, oral role-playing sessions and interviews with the jury.
The courses are designed to prepare students for the (written and oral) tests of category A and A+ administrative competitions.
Students take courses shared with students of the Master 1 General Public Law and specific courses dedicated to preparing for administrative competitions.
Students also benefit from individualized tutoring provided by an executive from one of the public services.

- To analyze difficulties and recommend solutions for public decision-makers and/or elected officials.
Specific teaching methods
Internships and supervised projects
Students will have to complete an internship, lasting a minimum of 4 weeks, in a public structure and according to the objectives of administrative competitions.
The aim of this internship is to allow the student, through contact with administrative staff from one of the three public services, to become familiar with their work and missions.
More specifically, this immersion aims to allow them to grasp the culture of the professional civil service within the host organization. Furthermore, the internship aims to integrate the political, strategic, and organizational challenges of the host organization in relation to a mission that will be assigned to the intern.
This internship can be carried out in a state administration or service, in a local public administration (Regional Council, Departmental Council, town hall or inter-municipal structure), in the hospital public service, in a semi-public organization or any private law structure working closely with public authorities

General criteria for reviewing applications
- Particular attention will be paid to the grades from the different years of the post-baccalaureate course and especially from the candidate's third year of undergraduate studies.
- The academic results obtained and the possible interview with the jury will allow the candidate to demonstrate their academic skills.
- Any evaluations of the candidate by their teachers and possibly by internship supervisors will be an asset.
- A letter of motivation and the possible interview with the jury will allow the candidate to outline their project(s) for administrative competition(s) in line with the training are expected.
- The Curriculum Vitae (CV) and the cover letter will allow the candidate to highlight the particularities of his career path.

Target audience
Candidates must hold a Bachelor's degree in Law, Economic and Social Administration or Public Administration or any other qualification, diploma, or training from an institution recognized as equivalent by the selection committee.
However, the diversity of the candidates' Bachelor's degrees and disciplines of origin will be taken into account by the selection committee.

At the end of Master 1, students who have validated the year and have not obtained a competitive exam can choose to continue in one of the courses of the Master 2 Applied Economics of the University of Reunion or in another Master 2 of a metropolitan university.
