Co-funded by the State, this diploma enriches the training offerings of the University of La Réunion with the aim of training more students and professionals in the management of European funds.

European funds constitute an essential financing tool for public policies implemented locally. These may be funds under so-called “shared” management (such as the ERDF or the ESF +) or programs under direct and indirect management (such as Horizon Europe or Life). This financial support from the European Union intervenes in areas as varied as regional planning, ecological and energy transition, transport, research, health and education.
Mastery of the management rules of these different funds constitutes a valuable and highly valuable skill on the job market for young workers. It will also contribute to the economic and social development of Reunion Island by allowing the territory to take full advantage of the financing opportunities offered by the European Union.

In summary, a new university diploma which will meet a double challenge:

• an issue of professional attractiveness, by promoting the development of skills of professionals in the field of European project engineering as well as the integration into the labor market of students trained in a skill highly sought after by local employers (leaders projects and management authorities in particular);
• a local development issue, by creating the conditions for better mobilization of European funds.

Professional training

The training alternates academic lessons and professional lessons, focused on practice. It associates with the University of Reunion the main players in the management of European funds and programs in Reunion, in alphabetical order: the Agency for the Management of Local Initiatives in European Matters (AGILE); THE Réunion Departmental Council ; the Reunion Regional Council ; the Department of Economy, Employment, Labor and Solidarity (DEETS) ; the General Secretariat for Regional Affairs (SGAR) of the Prefecture in particular.
Professionalization is reinforced with the help of a mixed teaching team, made up in particular of practitioners who are experts in the management of European funds and programs, and personalized tutoring, consisting of an immersive internship within an authority or European funds management structure or in a tutored project relating to the assembly in a small group of a European project file or the writing of a thematic file.

The 158-hour program is based on seven teaching units:

• EU 1 – Fundamental frameworks of the European Union and Overseas 28h
• EU 2 – European Union policies and financing 23 p.m.
• EU 3 – Setting up and management of projects co-financed by European funds 34h
• UE 4 – Setting up and management of sectoral programs 17 p.m.
• UE 5 – Accounting and financial management 21 p.m.
• UE 6 – Public purchasing techniques 21 p.m.
• EU 7 – Professional tools: Euroconferences, communication… 14 p.m.

Organization of the DU

When? Training from September 2024 to September 2025; 23 days/46 half days
training.
Prerequisites: The DU is aimed at holders of a BAC+3 or equivalent.
Prices training supported by the Ministry of the Interior and Overseas Territories:

• Employer agreement: 1 euros
• Individual paying: 800,00 euros
