This project falls under the FEDER action sheet FA4.2.3 – Construction in support of Higher Education.

Key dates:

• October 6, 2025: transmission of the SPSI project to the MESR; 
• October 8, 2025: submission of the expertise and labeling file to the rectorate;
• October 9, 2025: validation of the operation and its financing plan by the Board of Directors;
• December 9, 2025: notification of the MOE contract to TAND-M REUNION SAS following a project management competition based on APS; 

The University of Reunion Island is planning the construction of two bioclimatic amphitheaters on the Terre Sainte campus in Saint-Pierre, as part of the development of the Health Faculty. 

This project is part of a dynamic of growth in student numbers, with the arrival of medical students from Tampon, and with the opening of the second cycle of medicine on the island, now allowing a complete course locally. 

The chosen site, located in the Indian Ocean development zone, presents significant regulatory and landscape constraints, notably the requirement to preserve 40% of the plot as green space. The amphitheater aims to address an urgent need for suitable educational infrastructure, in a context of current capacity saturation and a strategic transformation of healthcare training programs.

The project has multiple objectives: to ensure the smooth flow of over 2,000 expected users, guarantee optimal acoustic, visual, and thermal comfort, and integrate advanced audiovisual technologies. The modularity of the spaces is essential to adapt to the diversity of uses (teaching, events, conferences). 

Sustainability is at the heart of the project: eco-responsible materials, rainwater management, landscape integration, and easy maintenance are all structuring criteria to ensure the durability and adaptability of the equipment.

The Detailed Technical Programme of July 2025 summarizes the following needs:

• An amphitheater of 600 places
• A modular amphitheater with 200 seats
• Two 50-seat tutorial rooms
• Support premises
• Parking, bicycle charging stations

For a usable area of ​​1480 m² or approximately 2000 m² of floor space.

The project aims to be an environmental model, and will comply with the NZEB standard recommended by the ERDF funds in Reunion Island.

Regarding the financial aspect of the operation, the estimated cost is €14,300,000 including VAT (i.e., approximately €13,179,000 excluding VAT).
