Message from the First Vice-Chairman of the Board of Directors

Dear colleagues, 

The board of directors (CA) of our establishment met in plenary session this Monday, February 26, 2024. In my capacity as First Vice-President, I chaired this body which opened with 35 administrators present and represented .

After the approval of the minutes of the plenary session of November 3, 2022, we endeavored, during this particularly anticipated session, to present the draft initial budget (BI) of the establishment for the year 2024.

Despite all the efforts we have made in a particularly complex context for months to present an initial budget with positive indicators (surplus budget balance of €6,2 million, forecast 2024 accounting result surplus of €2,6 million, self-financing capacity of €4,8 million, working capital of €22 million), the CA administrators decided this Monday, February 26, 2024 to reject the initial budget of the establishment by 17 votes against, 15 votes for and 3 abstentions.

I regret this situation which puts the establishment in difficulty, which deprives it of an employment campaign for 2024, which also prevented us from deliberating on the revision of the salary scales of the protocol of our most precarious agents, as well as on the funding requests that are essential to advance our research. I regret this all the more as it is not substantive arguments that were brought into the debate, but the expression of oppositions which forget the overall situation of the establishment and the national and international context. The question of the upcoming elections to designate the next President of the University was even invited into the debate. 

The Reunion Academy, present at this session, is already alerted to the rejection of the budget. The Rector has also announced to all administrators that he will execute the establishment's budget as it was planned and submitted to the vote today.

For my part, I will not fail to bring together the members of the current governance team in the coming days to agree on the follow-up to be given to this situation.
