Training summary

This Master aims to train jurists specializing in public law. The objective is thus to train lawyers capable of understanding and mastering the action of public authorities, whether for the decision-making process, the implementation of public policies or the management of litigation.

Master 1 has two courses: Public Law (known as “classic”) and Public Service Talents Preparation.

The Master 2 has two courses: Public Business Law and Law of Public Action and Liberties. These two courses are open to initial training and continuing training (alternation).

Training aims

The Master of Public Law aims to train jurists capable of exercising not only executive functions, but also advisory, management, management or research functions, whether in one of the public functions. , in a law firm or in a company working with a public authority (Local Public Company - SPL, Mixed Economy Company - SEM, Building and Public Works companies - BTP, etc.)

This objective implies, in addition to a high level of knowledge in public law, mastering the social, political and economic environment of public authorities.

Through its lessons developed in consultation with the socio-economic actors of the island, by its teaching team made up of academics and professionals, the training aims to make students immediately operational for entry into the world professional.

The Public Service Talents Prep course is intended for students preparing for administrative competitions giving access to management positions in the public service. Students, meeting the resource conditions, benefit from financial support through a dedicated scholarship of 4 euros in order to be able to devote themselves entirely to this demanding preparation.

Master 1 in public law - so-called "classic" course: public economic law, substantive law of the European Union, town planning law, competition law, litigation of freedoms, administrative liability law, public health law , legal system reports, English, PIX, methodology, public contract law, environmental law, local authority law, local finances, public service law, comparative legal systems, legal ethics.

Master 1 in public law - Public Service Talents Prep course: summary note, oral simulation, training for written tests, current conferences on public services, public finances, European issues, social issues, public policies, English, law administrative responsibility, local authority law, public contract law, public service law, local finances, human resources management, major contemporary political and social issues, economic culture.

 

Master 2 in public law - Public business law & Public action law and freedoms course (initial training, continuing training - work-study)

Common core: environmental democracy, local public and parapublic sector, criminal law of public actors, planning law, law of overseas communities, English, IT tools and management of personal data, professional profile, sharing of professional and elements of economic, political and social context.

Public business law course: award of public contracts and public service delegations, execution of public contracts and public service delegations, special public procurement contracts, acquisition and transfer of public property, management of public property, law and management local public services, taxation of public activities, financing of public projects, financial management of local authorities, presentation and resolution of practical cases, writing of briefs & pleadings, methodology and practice of the summary note, interview with the jury on questions transversal public law.

Course Law of public action and freedoms: non-contentious administrative procedure, obligations of public decision-makers, management of maritime spaces, regimes for the protection of natural terrestrial spaces, natural risks law, public actors and major legal and political systems in the Indian Ocean area.

Intership

Master 1: internship of at least one month

Master 2: minimum three-month internship with professional dissertation or minimum two-month internship with research dissertation or work-study program with professional dissertation.

Specificities of the Master 1 Public Law – Public Service Talents Preparation: baccalaureate +3 or equivalent and selection, subject to conditions of resources and merit, on the basis of a file and an interview taking into account the candidate's background, their skills, motivation and potential.
